Spain's government has moved to centralise its response to the Ceuta migration crisis by declaring a situation of national security interest and creating a unified command under the Minister for Territorial Policy, Ángel Víctor Torres — decisions that come nearly a month after more than 70,000 people crossed the El Tarajal border fence into the Spanish autonomous city.
A month-long delay
The announcement was made by First Vice-President and Economy Minister Carlos Cuerpo during what was described as his first visit to Ceuta. Cuerpo outlined two formal steps to be taken: first, at a National Security Council meeting convened by Prime Minister Pedro Sánchez — to which the president of Ceuta, Juan Jesús Vivas, has been invited — a national security declaration and unified command would be decreed; second, the Council of Ministers would formally ratify both measures. The decisions follow a request Vivas made at the outset of the crisis, nearly thirty days earlier, for the appointment of a single authority to manage the humanitarian emergency. That request was not acted upon at the time, with the government apparently expecting those who had entered the city to return to Morocco of their own accord.
Torres to head the command
Under the newly announced structure, Torres will coordinate the crisis response alongside a committee of experts that will include Vivas, the government delegate, representatives of the CNI intelligence service, and the relevant ministries. Under the National Security Law, the declaration must be approved by royal decree and must define the nature of the crisis, the geographic area concerned, its duration, the appointed functional authority, and the scope of that authority's powers. The precise extent of Torres's competencies was therefore expected to become clear only once the formal decree was published.
Immediate humanitarian pressures
Torres faces acute challenges. Thousands of people who entered Ceuta remain without shelter and, in many cases, without reliable access to food. Multiple sources have reported cases of infectious disease among the population, heightening the urgency of establishing dedicated facilities where individuals can be housed and their health monitored. The wider unease among Ceuta's residents has grown steadily over the preceding weeks.
Economic consequences and support
Cuerpo also announced an extraordinary expansion of the 2022 Integral Socioeconomic Development Plan for Ceuta, originally endowed with 354 million euros, of which more than 180 million have already been mobilised. The minister acknowledged that traders and the tourism sector had felt the impact of the crisis, saying the government had monitored the evolution of economic activity and consumption. He offered no specific figures or timelines for the additional support, stating that consultations with local business and social partners would first be needed to assess the scale of requirements. The plan, he said, was intended to ensure the crisis did not permanently damage the city's economic fabric. Cuerpo stated that citizens of Ceuta "must feel the presence of the state" during what he described as an exceptional situation. The National Security Council meeting, convened by Sánchez, marks the first formal activation of the country's top security governance body in response to the crisis.
